Central Office Administration

TITLE:                             PAYROLL SUPERVISOR/CONFIDENTIAL SECRETARY

QUALIFICATIONS:       1.  High School graduate

2.      Knowledge of payroll procedures

3.      Computer literacy including knowledge of word processing and spreadsheets

4.      Ability to meet deadlines, multi-task, and respect confidentiality            

REPORTS TO:                School Business Administrator

JOB GOAL:                     Prepare all payrolls and financial reports for federal, state and private agencies.  Prepare and maintai n payroll records; audit bank reconciliations; report expenditures to accounting personnel.  Oversee and maintain the employee benefits program.  Assist the Business Administrator with cost analysis of benefits and salaries for negotiations with different bargaining units.  Preparation of financial information to be used by board representatives in the process of grievances.  Assist the secretary to the Business Administrator / Board Secretary.

 PERFORMANCE RESPONSIBILITIES:

1.      Calculate gross pay, net pay and deductions based on overtime reports or contractual  agreements.  Prepare checks and assist in their distribution.

2.      Report as required on all mandatory and voluntary deductions.  Maintain an accurate ledger of these activities.

3.      Maintain and update personnel records as it relates to payroll data and attendance.  Prepare annual attendance report for distribution to staff.

4.      Compilation, reconciliation, and transmission of all salary expenditures by pay period, to the budget for the purpose of maintaining accounting records.  compare payroll to budget as a method to monitor expenditures and assure accuracy.

5.      Participate in labor strategy meetings by preparing cost-impact analysis of the financial impact of negotiable items such as salary and benefits.

6.                               Preparation of financial information to be used by Board Representatives in processing grievances.

7.      Maintain health benefits program and assist with employee claim processing.

8.      Prepare employee contracts.

9.      Prepare material for and be available during the district’s annual audit.

10.     Assist the secretary to the Business Administrator/Board Secretary with minutes, correspondence, and preparation of board materials.

11.     Assume such other duties and responsibilities as assigned by the School Business Administrator.

 EVALUATION:        Performance of this job will be evaluated annually in

                                    accordance with the provisions of the board’s policy on

                                    evaluation of noncertified personnel.
